In rare instances, the government shuts down when Congress is unable to pass appropriations bills that fund the operations of federal agencies and programs. During a government shutdown, non-essential federal employees are furloughed (are temporarily put on leave without pay), while essential employees (like air traffic controllers, law enforcement, and military personnel) report to work without immediate pay.
